The Pan South African Language Board (PanSALB) is a statutory body established in terms of Act 59 of 1995 (as amended) for, inter alia, the creation of conditions for the development and for the promotion of equal use and enjoyment of all the official South African languages. PanSALB seeks to appoint results-driven, assertive and dedicated individuals to fill the following positions.
NEW POSITIONS

Location: Head Office (Pretoria)
In terms of Section 76 and 77 of the Public Finance Management Act (PFMA) of 1999, PanSALB calls on qualified and interested persons to serve on its Audit and Risk Committee till 30 September 2023. Candidates can apply personally or be nominated by someone else. Nominees working and residing in Gauteng and from the Public Service Sector or from the Training and Development Sector will be given preference.
Candidate Requirements: The ideal candidate should have more than five years’ management experience gained from the Audit/ Financial/ Legal/ Risk Management/ Governance environment. Experience in or knowledge of the Public Finance and Public Sector will be considered as an additional advantage. In addition to the above, candidates should demonstrate experience in participating in governance structures, ability to dedicate time to the activities of PanSALB’s Audit and Risk Committee, have an inquisitive personality within reasonable levels of probing, analytical reasoning abilities and good communication skills, and a fair understanding of the regulatory framework within which national departments operate.
Term of Appointment: Appointments will be made for a period of 3 years after which, the Board for PanSALB may renew the appointment period for another term. This is not a full-time appointment. The Audit and Risk Committee has four statutory meetings per annum and additional meetings may be convened as deemed by the Audit and Risk Committee.
Remuneration: Compensation of Audit Committee members is determined by the National Treasury and/or the Auditor-General. Schedules in this regard are issued annually with specific hourly or daily rates. All other refundable expenses are based on PanSALB’s related policies in line with the National Treasury guidelines.

The purpose of the position: The Senior Manager: Human Resources is responsible for explaining HR information into business plans and proposals and monitor current HR performance trends. The role must ensure the delivery of an effective human resource service to all PanSALB stakeholders. The incumbent will be required to develop and manage the implementation of HR strategies, including HR plans, recruitment and selection, employee wellness, talent management and employee relations.
Requirements: Applicants must be in possession of a Senior Certificate, an HR related Degree at NQF level 7 or equivalent qualification. A Masters Degree in HR will be an added advantage. At least 10 years’ extensive experience within a generalist HR environment, 3-4 years’ of which should have been at a supervisory or management level. Sound knowledge of HR legislation and the PFMA. Knowledge of the HR Payroll and Job Evaluation system. A valid drivers’ licence and preparedness to travel.

Key Performance Areas: The successful incumbent will be expected to perform amongst others but not limited to the following tasks and responsibilities: Provide support in the development of the Divisional Strategy and Business Plan, including HR plans. Manage the HR budget. Put in place HR policies, systems and procedures. Ensure compliance with all relevant HR legislation. Ensure employee Capacity Building, advice employees on career opportunities. Develop talent management strategies. Implement the Employee Performance Management and Development System. Develop and manage the implementation of Employment Equity plan for PanSALB. Ensure effective service delivery through utilisation of sound project management skills. Ensure the implementation of an employee relations strategy in line with overall PanSALB strategic objectives. Ensure the
implementation of an annual collective bargaining / negotiation processes with organised labour and executive management. Represent PanSALB at all CCMA and Labour Court cases. Conduct disciplinary hearings. Ensure and manage the implementation of the Employee Wellness Programme and Occupational Health and Safety services. Ensure that monthly management and annual reports are developed and communicated to relevant stakeholders. Conduct Job Evaluation. Ensure that proper processes are followed in recruitment and selection. Ensure effective administration of conditions of service. Ensure proper people management

Requirements: Applicants must be in possession of a Senior Certificate and Diploma in Language Practice or relevant and recognised qualification in Language studies. At least 3 to 5 years’ experience in SASL interpreting role and Office administration. Sound knowledge of the PanSALB Act, Language legislation and policy. Provincial Language Committee Norms and Rules and National Language Bodies. Ability to work under pressure and maintain a high level of confidentiality. Preparedness to travel, work outside normal hours and willingness to accept responsibility and perform any other ad-hoc function as may be required. • Assist the NLBs Division with the facilitation and implementation of meetings, workshops, conferences, seminars
and other activities;
• Process claims from the NLBs Division’s meetings, workshops, conferences, seminars and other activities.
• Provide SASL Interpreting services;
• Conduct basic research and compile and maintain different types of database ;
• Assist by providing support towards the promotion of the development and use of languages.

Duties: The successful candidate will perform the following duties: Conduct a risk assessment and a resultant risk profile of the institution; Develop and implement policies, strategies and frameworks on risk management; Align the risk management process to strategic objectives and operational plans of the institution; facilitate the process to develop strategic risk register and operational risk register; Plan and conduct risk management workshops to create awareness on risk management as well as fraud and corruption; Identify and perform risk management capacity gaps and facilitate/provide risk management training; Establish the risk evaluation criteria based on business operating procedures view on what is an acceptable level of risk and how risk will be treated. Facilitate and contribute to the development of risk mitigations strategies for the institution critical risks and for monitoring these risks. Review the risk policies, strategies and plans as well as procedures and recommend the changes to management; liaise with business units to establish, maintain and continuously improve risk management capabilities; Manage the corporate calendar and compliance matters, Monitor and evaluate the status of risk management and adherence to risk management processes within the institution; highlight all the risk constraints, areas of improvement and report the recommendations for improvement to management. Develop and implement a fraud prevention plan. Develop fraud and prevention policy and plan for the institution. Manage fraud investigation with the institution. Implement the fraud prevention plan, fraud detection strategy and investigate all received fraud cases.
